GENERAL INFORMATION

DUES
Annual dues for the maintenance of Woodland Springs are billed about April 1st of each year and are payable by May 1. Article IV, Section 1 of the Declaration of Covenants and Restrictions, which applies to all properties in Woodland Springs, provides that the payment of full annual dues is the obligation of the owner as of May 1, regardless of any plans to sell. In other words, Woodland Springs dues are viewed the same as real estate taxes. It is the long standing and continuing policy of the Board of Directors to enforce the collection of unpaid dues by appropriate legal action. If dues are not paid by July 15 of each year, the Woodland Springs attorney will AUTOMATICALLY file liens against the property and initiate small claims court action to immediately collect the unpaid amount. In addition to the dues, each homeowner will be responsible for all legal fees and court costs.

VOTING
A positive vote of a majority of all members in good standing is necessary to change by-laws, dues and property boundaries. Therefore, when a proxy is received, and you feel you may be unable to attend the meeting at which a vote will be held, please return your proxy as early as possible. (Presence at the meeting will replace the proxy). There are 414 residences in Woodland Springs. Therefore, a positive vote of 208 is required. Only one vote per household is allowed.

The newsletter will be distributed quarterly. Please take a few minutes to read it. There will be announcements and news of social functions concerning Woodland Springs.

ARCHITECTURAL
Any and all structural changes and additions must be submitted in writing and approved by an Architectural Review Committee prior to commencing such changes and/or additions. Please review your copy of the Declaration of Covenants and Restrictions.

CLUBHOUSE RULES

1. The clubhouse is for the exclusive use of the Woodland Springs property owners and their guests. Children are not considered property owners and may not reserve the clubhouse. In the case of renters, the property owner must take full responsibility for any reservation and be present at the event for a majority of the event. The intent is to promote the use of the clubhouse by property owners of Woodland Springs and their guests and to exclude the use of the clubhouse where property owners act as an agent for renting the clubhouse for an event where the owner will not be in attendance.

2. Any resident homeowner whose current annual assessment has been paid may reserve the clubhouse for any social function or meeting. Reservations are also made for Woodland Springs community activities and these reservations receive priority. Afternoon functions must vacate by 5:00 P.M. if there is an evening function. All functions must vacate by 3:00 A.M.

3. All door walls of the clubhouse are to be closed at 11:00 P.M. in order to prevent noise from an event being transmitted to the closest neighbors. This is to promote a good neighbor policy among the Association and all neighbors.

4. A forfeit of ½ deposit will be assessed in the event of cancellation less than 14 days from the scheduled event. This will still allow other residents the use of it on some popular days.

5. Local and state laws on gambling and alcoholic beverages must be observed. No money-making endeavors are permitted, and no admission may be charged. Private parties imply that the resident homeowner is truly the host and is not reimbursed for expenses. If alcohol is present, the homeowner is 100% responsible.

6. Reservations may be made by calling 802-8805. This is a voicemail hotline. Calls will be returned promptly.

7. At the time of reservation, an "Acknowledgment of Responsibility" document will be signed by the homeowner, and the reservation fee and a damage deposit of $150.00 must be paid. An inspection will be made after the event. If proper clean-up responsibilities have been performed and no damages have occurred, the $150.00 will be refunded. Failure to follow all procedures in the “Acknowledgement of Responsibility” document will result in a complete forfeiture of the deposit. The resident homeowner reserving the clubhouse shall be responsible for any and all damage to clubhouse property.

8. The following rental fee schedule has been established for the clubhouse:

a. Woodland Springs group events - There will be no rental charge for those events announced to and open to all Woodland Springs residents done on a first-come, first-served basis.

b. Private events - Those events organized by Woodland Springs residents but not announced to nor open to all residents:

51 - 90 Attendees $120.00
91 - 120 Attendees $120.00

9. It is the responsibility of the reserving party to see that the clubhouse is secure before leaving; e.g., lock front door, including bolts at top and bottom of door, door to basement, the kitchen door to the outside, and all five sliding glass doors. All light fixtures, fans, and electrical appliances must be turned off. In addition, the heating/air conditioning thermostat should be reset to pre-party levels.

10. The clubhouse is a non-smoking facility. Please smoke outside and use the ash trays outside the front door.

11. Following each function, certain clean-up duties are required by the reserving party. These include (other required duties are listed on the reservation form):

a. Remove any cigarette butts from the ash trays outside the front door.

b. Collect all debris (decorations, drinking containers, plates, napkins, bottles, boxes, wrapping, etc.) and place in the dumpster located on the pool turn-around. Bags are provided under the bar in the kitchen.

c. All food, beverages, special utensils and dishes, and other personal items must be removed from the clubhouse promptly.

d. All furniture is to be returned to original location and wiped off.

e. The counters, stove, sink and kitchen floor are to be wiped clean.

f. The carpet is to be vacuumed; the dance floor is to be swept.

12. Keys must be returned to a designated place determined by the Clubhouse Chairperson immediately following use and clean-up of clubhouse.

13. Failure to conform to the above requirements will result in the assessment of penalties, loss of the damage deposit, and/or the privilege of future reservations.

LAKE RULES

1. The lake is limited to property owners of Woodland Springs. Guests may use the lake only when accompanied by a property owner or member of his household.

2. Boat size and type - no limit.

3. Each resident must register and identify annually each boat to be used on Woodland Lake with the Lake Committee Chairperson or member of the Lake Committee.

4. No internal combustion engines are permitted on the lake. This includes such engines installed in model boats, whether radio controlled or not. Electric motors driven by not more than 24 volts are permitted.

5. Lake front owners are permitted piers. These should be of wood construction, and may be of a "I", "L", or "T" configuration. No segment should be more than four (4) feet in width and sixteen (16) feet in length.

6. No permanently anchored floats are permitted on the lake. Steel drums are not to be used.

7. Swimming is permitted in the lake. Parents are responsible for the safety of children and guests in any use of the lake.

8. Pole fishing is permitted at any time. However, observance of the following rules is important:

a. Return bass to the lake unless they are going to be used. Mature bass spawn in the spring; female bass must be returned if decent fishing is to continue. All "sun fish" types should be removed. We have an excess of bluegills, carp and other types of over-abundant trash fish.

b. The lake has many walleyed pike. These fish were purchased because they consume quantities of sun fish. Return the walleyes gently to the lake. Some are almost two feet long. They do not spawn in our lake.

c. All use of minnows is outlawed.

d. Ice fishing is allowed, but holes must be marked for the safety of skaters.

e. Fishing licenses are not required. This is a private lake, but observance of State laws with respect to limits, ice fishing, etc. will help us to continue fishing in Woodland Lake.

9. Access to the lake for residents with non-lakefront lots is only via the common properties near the clubhouse and the area on the west side of the lake.

10. Chemical treatment of the lake continues from about March 15 to September 30 every year.

a. Pre-emergent weed control is applied around April 1 every year. The chemical renders all fish inedible for a period of 90 days. Fishing is permitted, but all bass and walleyed pike must be returned to the lake.

b. An algae control is applied about twice a month from April through September. The algae control has no effect on the edibility of fish.

11. Trespassers on the lake should be that the lake is private and for the use of property owners and guests. Lakefront owners can help reduce the trespassing and other abuses. Lake Woodland is a most valuable property resource and it should be protected.

12. Debris in the street or on the ice is debris in the lake. Every effort must be made to avoid the introduction of anything that contributes unnecessarily to the gradual filling of it. Lake Woodland is a man-made lake. Its useful life will be reduced if rocks, sand, grass clippings, leaves, etc. are put in it without regard for the fact that dredging is impossible. We must respect our lake or lose it.

13. Ice skating is permitted, but there are always spots that do not freeze. Skating is at the risk of the individual. Again, this is not a public lake; skating is restricted to residents and guests.

BOAT OWNERS

1. Storage space for boats is provided on the small peninsula on the west side of the lake, and also on the beach area adjacent to the clubhouse grounds.

2. Boats may be beached on the common properties during the winter, but, due to vandalism, it is strongly suggested that they be removed and stored at home.

3. In boating season, sailboats have priority for mooring on the east side of the small peninsula because of prevailing winds and water depth. Please moor canoes and row boats on north, south, or west side of peninsula.

PONTOON BOATS/LARGE BOATS

1. Pontoon boats and other large boats greater than 12 feet in length may not be docked on the common properties of the main island or the beach access at any time.

2. Pontoon boats and other large boats greater than 12 feet in length without access to a private dock must be docked on the common property located on the west side of the lake. These boats may not be docked on the west side common property for more than 72 hours.

Parents - Please Instruct Your Children to:

1. Keep off boats.

2. Use trash receptacles.

3. Do not throw bottles, cans, or sharp tabs from cans into lake. (This is not only to avoid littering, but to prevent a serious hazard to swimmers' feet from broken glass and sharp metal.)

GROUND RULES

The Common Grounds of Woodland Springs are for the use and pleasure of only our residents and guests accompanied by residents. The grounds include the area around the north end of the lake from the church to Lakeshore Drive East, and a small peninsula and resident access way on the west side of the lake. Twelve stone entrance planters are located at the street intersections bordering the development. Eight planters are on 116th Street and four on Haverstick.

These grounds are maintained by the Association for all to enjoy. Please care for and respect these areas as you would your own property. Motorized vehicles are prohibited on the common properties (including the peninsulas) except on authorized roadways. This includes motorcycles, mini bikes, snowmobiles, mopeds, ATV's, go-carts, etc. Sidewalks are not authorized roadways.

Please report property problems including defacement of planters, destruction of docks, and abuse of shoreline retaining materials. Over one fifth of our dues are required to maintain our common land areas.

Parents will be considered responsible for acts of vandalism committed by their children.

TENNIS COURTS


COURT RULES

1. Reservations will not be honored if dues are not paid.

2. New sign-up sheets for a week will be posted each Thursday afternoon at the courts. The week will start with Monday.

3. Each family is limited to four (4) prime time reservations per week. Prime times will be designated by an asterisk (*) on the sign-up sheet, and are from 8 A.M. to 11 A.M. and from 5 P.M. to 11 P.M.

4. Persons under 16 years of age may not sign to reserve a court in prime times (designated by *); they may show up and use a court not reserved by persons 16 and older during prime times.

5. NO SHOWS; If a person who made a reservation is more than 10 minutes late, he shall be deemed to have forfeited all rights to use the court. The court is then open subject to rule 4.

6. Persons not living in Woodland Springs shall not play unless they are guests of a resident in the group then using that court. Otherwise, such persons are to be told by any resident to depart the common property. This applies even when a court is not in use.

7. Guests should not play on a regular basis, i.e., every Wednesday from 9:30 to 11:00. There are many tennis-playing residents, and only two courts.

8. Lock the tennis gate when the courts are not occupied. A key can be obtained for a $2.00 deposit.

9. Only tennis shoes or similar white soft-soled shoes are permitted on the courts.

10. No more than four people may be on a court at one time. No pets or small children are allowed on the courts.

11. No bicycles, skateboards, roller skates, or other similar objects are to be put on the courts. Such abuse damages the court surface.

12. The Tennis Committee reserves the right to pre-empt the courts for tournaments, round-robins, group instruction, and similar functions.

13. The tennis lights are operable between sunset and 11 P.M. The 60-minute timer is on the outside of the clubhouse near the air conditioner. Last player to leave, please turn off the lights!

AMENITIES OF TENNIS

The following are not rules, but are customs which have evolved over the years. Observance of them makes the game more enjoyable for all those participating.

14. Wait until the players on the adjoining court are between points to return or retrieve balls.

15. Never cross behind the east court while play is in progress. Wait until the point is decided and then ask permission to cross the court. (It will be granted).

SWIMMING POOL

POOL HOURS

The pool will be open from 11:00 A.M. until 9:00 P.M. daily (weather permitting). When group swimming lessons are in session, the pool will open at 12:00 noon.

There will be three nights during the summer when the pool will remain open until midnight. From 9:00 P.M. until midnight, the pool will be available for adults only (18 years of age or older). The dates will be posted at the pool. Private pool parties will not be allowed on those three nights.

The pool usually remains open during small, infrequent showers. However, following thunderstorms, the pool will remain closed ½ hour after the last sign of thunder, and one hour after the last sign of lightning. Splash, Inc. requires the above rules to be enforced by their personnel for everyone's safety.

IDENTIFICATION

The pool guards will have a file with all current Woodland Springs residents who have paid their dues. ALL RESIDENTS MUST REGISTER AT THE GUARD DESK WHEN ENTERING THE POOL AREA.

GUESTS

1. ALL GUESTS MUST REGISTER AT THE GUARD DESK WHEN ENTERING THE POOL AREA. Guests must be accompanied by a Woodland Springs resident.

2. A fee of $2.00 per guest per day will be collected by the lifeguard. Guest fees are waived for the following persons:

  • Grandchildren of Woodland Springs residents. (Their names and ages must be registered on the pool information section of the annual dues invoice.)
  • Overnight guests from more than 50 miles away.
  • Children under the age of three.
  • Guests of residents who are only spectators.

LOCKER FACILITIES

Restrooms and showers are available, but no locker facilities are available in which to maintain a change of clothing. Abuse of the restroom and shower facilities may require restriction of the availability of the facilities.

PRIVATE POOL PARTIES

1. The pool may be reserved for residents and their guests only. No commercial endeavors are permitted and no private party may charge for admission or refreshments.

2. The pool may be reserved from the hours of 9:00 P.M. to midnight. During this time lifeguards must be in attendance. The following guidelines will be followed to determine the number of guards required:

3. Reservations may be made through the Pool Chairperson by an adult resident who must sign a statement of responsibility.

4. A rental fee of $20.00 per occasion will be charged for use of the pool and must be paid to Woodland Springs, Inc. no less than one week in advance of the reserved date. The hourly rate for the guards which includes cleaning up is $7.00 per hour. The guards are to be paid directly that night by the resident reserving the pool. In the case of inclement weather, a full refund will be made if the reservation is canceled prior to the rental time. Cancellation for other reasons less than seven days prior to reserved date will result in forfeiture of the rental fee deposit.

5. Parties involving persons under 21 years of age must be chaperoned in person by one adult for every ten people.

6. For those pool parties desiring use of the clubhouse, additional arrangements must be made through the Clubhouse Chairperson.

7. All pool rules must be obeyed. No glass or food is allowed within the pool area.

POOL RULES

The following pool regulations are to be posted at the pool, observed by all residents, and enforced by the guards:

1. The lifeguard is responsible for adherence to pool rules and, above all, is responsible for the safety of those in the pool area. He has the authority to temporarily deprive privileges of the pool and pool area. Repeated offenses or major violations could cause revocation of pool privileges. GUARDS IN LIFEGUARD CHAIRS SHOULD NOT BE DISTURBED WHILE ON DUTY.

2. Children who will not be eight (8) years old by September 1 must be accompanied by a person at least 16 years of age. Those children who will be 7 years of age by September 1 who wish to go to the pool unaccompanied must pass a swim test administered by a staff life guard.

3. No one is allowed in the pool unless wearing a swim suit. Street clothes and tennis attire are not allowed in the pool. The area around the pool designated for spectators may be used for non-swimmers in sun attire.

4. No glass containers, food, hard toys, or pets are permitted in the immediate pool area.

5. NO FLOTATION DEVICES ARE ALLOWED IN THE BIG POOL WITH THE EXCEPTION OF THE YMCA BUBBLES, WATER WINGS, OR “NOODLES”. PARENTS ARE COMPLETELY RESPONSIBLE FOR YOUNG CHILDREN WHO CANNOT SWIM AND ARE USING FLOTATION DEVICES.

6. No running, rough play, spitting, or spouting of water is allowed.

7. No swearing or use of foul language is allowed.

8. Non-oily suntan lotions are preferred which do not clog up the filter plant.

9. Only one person is allowed on the diving board at a time. Diving is permitted only from the front of the board and only when the area is clear.

10. No diving is allowed in the shallow end of the pool.

11. Non-swimmers must stay in the shallow end.

12. There shall be no playing on the ladders or stairs. They shall be used only to enter and exit the pool.

13. Only lap swimming is allowed in the swim lane located on the east side of the pool.

14. There will be a 15-minute break beginning 15 minutes before the hour. During this time, the pool will be cleared of all swimmers and non-swimmers below the age of 16.

15. Only children, (non-swimmers), six years of age and under are permitted in the wading pool.

16. ALL CHILDREN IN THE WADING POOL ARE THE RESPONSIBILITY OF THEIR PARENTS OR BABY-SITTER.

17. Children in diapers and children not toilet-trained must wear rubber pants.

18. The turn-around is not for parking, but for picking up or dropping off of children only. THE CLUBHOUSE PARKING LOT AND NOT THE STREET IS TO BE USED FOR PARKING.

19. Bicycles are to be parked in designated areas and should not block walkways or driveways.

20. Pool furniture is not to be taken from the pool area and is to be used for lounging only. Children are to yield lounges and chairs to adults. CHAIRS AND LOUNGES SHOULD BE CARRIED WHEN BEING MOVED.

21. The clubhouse is off limits to swimmers.
